Job Summary

We are seeking a seasoned, proactive, and empathetic People and Culture professional with strong leadership skills and a determination to find workable solutions, especially in complex environments that demonstrate our UNICEF core values of Care, Respect, Integrity, Trust, Accountability, and Sustainability.

The Strategic Human Resources Manager will be responsible for executing targeted client support services to offices in both development and humanitarian contexts across the Middle East and North Africa (MENA) region. This includes supporting the Regional Chief of People and Culture and senior management in instituting staff sustainable support measures within the existing policy framework and support mechanisms.

Main Responsibilities

  • Advise on the resolution of human resources issues within the MENA region offices, ensuring equitable and transparent solutions that protect both the staff and UNICEF's interests in accordance with UN/UNICEF policies, regulations, and procedures.
  • Triage of employee relations casework to identify potential solutions that appropriately address different case types and actions using established guidelines, ensuring consistency across Country Offices, including those in emergency settings.
  • Keep abreast of, research, benchmark, and implement innovative cutting-edge practices in People Management and conflict resolution both at regional and country office level, contributing to the development of regional procedures and inputs into global policies.
  • Promote equity, transparency, and consistency in the interpretation, implementation, and administration of policies, procedures, and guidelines on all people and culture-related matters.
  • Provide robust data analysis and reporting solutions based on regional business needs, highlighting key trends in employee relations to drive proactive solutions and minimize reactive work across the region.
  • Contribute to the emergency portfolio of the region and support the regional People and Culture function to support country offices with preparedness, monitoring, and reporting of people-related action points and initiatives.
  • Establish and coordinate partnerships that enhance information and knowledge sharing across emergency country offices to capture good practices and lessons learned to inform regional and global emergency discussions.
  • Contribute to effective knowledge management, information sharing, evaluations, and audits that will enhance effectiveness of Human Resources Management protocols and actions in humanitarian contexts, including capturing of lessons learned and best practices towards enhancing new strategies, systems, processes, and tools.

Qualifications

  • An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.
  • Eight years of professional experience in human resource management in an international organization and/or large corporation is required.
  • Experience with UN and UNICEF policies and procedures related to staff benefits and entitlements, and the informal and formal UN dispute resolution mechanisms and resources is highly desirable.
  • HR experience in humanitarian settings is highly desirable.
  • Experience and ability to help design and implement targeted and innovative people and culture strategies to address clients' people-related needs.
