The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.

The purpose of the logistics technical assistant position is to assist and perform assets physical checks and keep registries up to date.

Handling Amman, Jordan-based small procurement, filling and scanning documents (hardcopies and soft copies). Assist the logistics technical officer in preparing tendering documents and doing the required data entry. Running and performing vetting for the suppliers. Support in the review of the monthly financial report. Following up with the logistics technical officers.

JOB DESCRIPTION:
More About the Role.


The Shelter Technical Officer will be responsible for leading the technical components of the Shelter activities and for providing technical support to the implementation team and Shelter Project Manager in implementing the Dignified Shelter project in IDP sites in Northwest Syria.

The role involves supporting the field teams, conducting quality control, assessing product quality, and ensuring project activities are implemented according to plan.


Duties and Responsibilities:
Generic responsibilities

Ensure adherence to NRC policies, guidelines and standards.
Ensure compliance with Shelter strategy, tools, handbooks, guidelines and standards.
Shelter-specific technical responsibility for implementation of technical activities of Shelter project(s).
Shelter-specific technical responsibility for the quality control and monitoring of project activities.
Shelter-specific technical responsibility for project documentation of technical activities of Shelter project(s)
Provide specific technical support and capacity building towards project staff.
Provide specific technical analysis and feedback to NRC representatives in coordination forums.
Prepare and develop status reports as required by management.
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
Promote the rights of IDPs/ returnees in line with the advocacy strategy.

Specific responsibilities

Administrative activities:
Responsible for overseeing the project's activities, including raising Purchase requisitions, preparing payment supporting documents, and ensuring that all project-related documents are scanned, stored electronically, and properly archived
Project Implementation.

As delegated by line-manager, responsible for supporting the successful implementation of all Shelter projects delivered through direct or partner-led modalities throughout the full project cycle and Monitoring and documenting project activities' implementation, including the workplans, contracts, and project documentation.

Throughout the implementation, the TO is responsible for identifying and reporting issues and risks to the line manager and take correcting action to meet project objectives.

Technical Quality.

Responsible for supporting technical quality in accordance with the agreed NRC Syria Response Country and CC Strategies, tools and guidelines.

This includes – but is not limited to - ensuring the compliance of all Shelter projects with Housing, Land and Property (HLP) requirements, meaningful consultation with affected populations throughout the project-cycle, needs-based targeting and selection, and integration with other Core Competencies (where relevant).

Also responsible for conducting quality checks and assessments to ensure that project products meet quality standards and provide technical support to implementing partners.

Assessments. As delegated by line-manager, responsible for supporting Shelter technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter or related activities throughout the project-cycle.

This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC's services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights.

All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
Project M&E. Responsible for information management and archiving of Shelter projects, in coordination with the IMO.

This will include - but is not limited to – the implementation of the Post-Distribution Exercises needed to report the implementation of construction/process, output, and outcome monitoring conducted by NRC.

Reporting.

As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC's Shelter Area-level achievements through all relevant reporting mechanisms.

This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and Inter-Agency reporting of achievements (E.g. 4Ws).
Collaboration.

The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter project team, and within other Core Competencies and with the Support Team.


Qualifications:

Fluency in English, both written and verbal;

Context related skills, knowledge and experience

Minimum 2 years of experience of working within technical expertise area in a humanitarian/recovery context or equivalent;
Minimum 2 years of experience of working in in construction, engineering, architecture or equivalent;
Bachelor's degree or above in civil, structural engineering, architecture or similar;
Knowledge of the context in Syria;
Experience with remotely managed programming;
Previous relevant experience in the construction of Shelters in IDP camps.
Proficient in Microsoft Office Applications, mainly Word and Excel
Proficient in ProjeCAD, AutoCAD or any similar Applications for drawing;
Experience in GIS mapping is an advantage;
