Background  

The Recycling in Jordan Activity (JRA) program is a multi-year project funded by USAID, which aims to increase commercial sector utilization of recycling services in Amman, Jordan. By working with private recycling firms, the commercial sector, the Ministry of Environment (MoENV) and the Greater Amman Municipality (GAM), the project is intended to expand and improve private sector-led recycling services; to generate greater demand for utilization of recycling services within the Amman commercial sector, and to increase local and national government support for solid waste management. 

 

Position Description   

The Senior Procurement Specialist will provide crucial support in the operational and technical procurement processes of the Recycling Activity. S/he will lead in soliciting, selecting, and negotiating with all vendors and will ensure that all procurements comply with USAID rules and regulations, Chemonics policies and procedures, and local or U.S. government laws. S/he will coordinate closely with technical teams on identifying the procurement of goods and services throughout the life of the project and will build and manage strong relationships with vendors and subcontractors for effective program implementation.   

 

DETAILED RESPONSIBILITIES     


Prepare RFPs, RFQs, purchase orders, negotiation and selection memos for services and commodities.   
Respond in a timely manner to procurement requests from the project staff.     



Negotiate subcontracts and purchase orders with vendors.    
Ensure that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g., FAR and AIDAR).   
Coordinate bid evaluation, including leading evaluation committees, preparing summary reports for review and approval, and analyzing cost reasonableness.       
Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions.  
Ensure invoices are received from vendors in a timely manner and that disbursement for procurement actions are made promptly.
Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.     
Provide training and mentorship to project staff on procurement policies and procedures, as required.    
Manage activities, deliverables, and invoices to ensure that payments are invoiced, payment packages are prepared, and invoices paid against completed work through coordination with the finance team. 
Build and manage vendor relationships. 


MINIMUM QUALIFICATIONS     


Bachelor’s degree or equivalent experience in procurement, subcontract, or another relevant field.   
Minimum of six (6) years of demonstrated experience in negotiating, managing, and closing local procurements.  
Experience evaluating proposals, awarding, and managing procurements for USAID projects.   
Strong interpersonal skills and ability to work with culturally diverse staff    
Knowledge of Jordan operating environment strongly preferred  



Fluent Arabic and English required    


 

LOCATION OF ASSIGNMENT     

The Senior Procurement Specialist will be based in the project’s office in Amman, Jordan.
