Project Background:


The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan.


The project has two outcomes:
1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened.

To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.

The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions.

Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.


General Objective:


The IT Systems Specialist will play a pivotal role in the Himaya project, providing comprehensive IT support and strategic technological insights.

This position involves leveraging the Institutional Support Fund (ISF) to procure targeted equipment, systems, and tools, ensuring robust material support to the Government of Jordan (GOJ) stakeholders.

The IT Specialist will collaborate with the Deputy Chief of Party and the technical team to conduct needs assessments and stakeholder consultations, identifying material needs and guaranteeing that ISF interventions are results-driven.


In partnership with ConsultUs, the IT Specialist will undertake a mapping exercise to standardize case management and establish a unified Information Management System (IMS).

This initiative aims to enhance existing administrative systems, align case management processes, and explore the creation of a shared, secure database for evidence-based decision-making.

The IT Specialist will apply survivor-centered methods to understand processes and access gaps from the survivors' perspective.

The IT Specialist will also contribute to Himaya's cross-sectoral Integrated Results (IRs) by providing niche technical and management expertise.

Working under the Institutional Capacity Lead, the IT Specialist will engage with national and sub-national counterparts to embed survivor-centered assistance at the institutional level and support Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) through grants, ensuring the quality delivery of Gender-Based Violence (GBV) services in target hot spots.


Responsibilities:
The objectives and duties include, but are not limited to:

System and Equipment Management:

Oversee the procurement, installation, maintenance, and support of IT systems and equipment, coordinating with the Procurement and Grants Manager to ensure integrity and compliance with Federal Acquisition Regulation, USAID Acquisition Regulation, and DAI rules and regulations.



Network and Security Administration:
Manage LANs and WANs, maintain network security, and ensure proper backup and restore procedures are followed.

Administer IP PBX extensions and maintain hardware and phones, communicating with the OIMT IT Operations team regarding the implementation of special features on the system.



Technical Support and Training:

Provide user support and training, supervise support provided by local companies, and manage relationships with outside System Support Companies as needed.



Strategic IT Assessments:
Conduct IT assessments for grantees and project partners per OIMT standards, prepare reports, and propose appropriate solutions. Assist local officer managers in properly inventorying IT equipment.

Case Management and IMS Development: Collaborate with ConsultUs to conduct a mapping exercise for case management standardization and IMS development, aiming to transition from paper-based systems to a secure, shared database for decision-making.



Policy and Procedure Compliance:
Maintain up-to-date knowledge of DAI and USAID policies, ensuring all IT practices are compliant. Review all IT procurement requests in TAMIS and assist in annual IT inventory and software audits.

Procurement and Evaluation:
Prepare procurement specifications and Statements of Work (SOWs) for IT procurements per DAI standards. Provide assistance in the evaluation of all technical equipment, ensuring compliance with DAI IT standards and procedures.

Additional Assignments:

Undertake other tasks as assigned, ensuring that all responsibilities align with the project's Field Operations Policy Manual and DAI Operations Manual.


Qualifications:


A completed college education in a relevant field, such as Computer Science or Information Technology, and a minimum of 5 years of progressive experience in IT system administration, maintenance, and user support within a development project context.

Proficient in PC and server support, with in-depth knowledge of Windows Server and Windows Client operating systems, and familiarity with Windows network services (AD, DNS, DHCP, WSUS, Print and file sharing).

Experience with Lotus Notes Client Administration and a solid understanding of backup and restore services, as well as physical and logical LAN and WAN infrastructure principles.

Competence in managing communication equipment and VPN services, with a strong emphasis on ensuring secure and reliable connectivity.
No prior legal convictions for fraud or theft and no prior terminations for cause from a prior employer. A track record demonstrating honesty, trustworthiness, initiative, and self-motivation in handling all assigned tasks.

Must have English language proficiency, both verbal and written, with the ability to communicate effectively in a multicultural work environment.

Demonstrated ability to manage IT-related projects, coordinate with multidisciplinary teams, and adhere to project timelines and objectives.

Familiarity with USAID and DAI policies and procedures, with experience ensuring IT practices are compliant with Federal Acquisition Regulation and USAID Acquisition Regulation.

Ability to work effectively in diverse environments and with cross-cultural teams, showing respect for local customs and practices.

The IT Specialist will report to the Institutional Capacity Lead.
