JOB DESCRIPTION

1. Roles and Responsibilities

This position is part of the Consortium Coordinating Unit (CCU) hosted by NRC, which has been working in Jordan since 2012. The MEL Technical Officer's role is to support the MEL coordinator in implementing MEL activities among all partner organizations. With support from the MEL coordinator, the MEL Technical Officer will work with the M&E technical leads of each partner organization, to ensure M&E activities are implemented in a standardized and timely manner and high-quality data and evidence are generated as well as used for programming. Moreover, the Technical Officer serves as the technical focal point for all analysis and reporting for the consortium activities including adherence of NRC policies and donor reporting.

Generic responsibilities

  • Adherence to NRC policies, guidance and procedures.
  • Coordinate and contribute to the development and implementation of monitoring and evaluation systems, including monitoring and evaluation standard operation procedures, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Provide technical support to Consortium members in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use and ensure quality control of all monitoring activities throughout the project cycle.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to consortium learning by undertaking specific analysis and/or providing support for implementation of any analysis, documenting lessons learned and preparing reports.
  • Strengthen capacities of Consortium members' programme and M&E support staff on M&E technical and conceptual areas.
  • Lead in managing a platform that encourages collaboration with other M&E staff to exchange best practices, learnings on M&E and learning activities.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

  • Support and coordinate with the partner organisations MEAL/M&E technical leads to support the development, review and adaptation of the consortium's MEL systems, SOPs and other guiding frameworks and tools ensuring standardized implementation of M&E activities across partner organizations.
  • Ensure the documentation and sharing of M&E reports that facilitate evidence-based decision-making, both internally within NRC Jordan and externally with partners and donors.
  • Work with technical M&E leads across partners to ensure coherent M&E activities are being implemented, including monitoring and reporting tools.
  • Undertake quantitative and qualitative analysis for assessments and write up reports for consortium's MEL exercises.
  • Ensure high quality output and outcome data reporting by mainstreaming and managing digital technology across the program implementation, in addition to supporting MEAL/M&E leads with the necessary guidance regarding project performance.
  • Support in developing appropriate guidelines, tools, protocols/agreements, and frameworks to ensure standardized implementation of M&E activities across partner organizations and bring coherence in consortium data management systems supporting improved effectiveness and usability of data.
  • Assist in developing sampling strategies, questionnaires, data collection, research protocols.
  • Conduct field support and monitoring missions to consortium targeted locations.
  • Other activities as agreed and discussed with the line manager.

2. Competencies

  • Qualification requirement: Bachelor's degree or equivalent
  • 2-3 years of experience in Monitoring, Evaluation, and Learning.
  • Training, capacity building and presentation skills.
  • Strong communication, interpersonal and leadership skills.
  • Intermediate to advanced level in MS Excel, Power Point, PowerBi and Word.Advanced technical level of tools designing and coding.
  • Advanced analytical experience using different softwares.
  • Experience from working within technical expertise area involving consortium or projects involving multiple partners in non-profit sector.
  • Previous experience from working in complex and volatile contexts.
  • Fluency in English, both written and verbal.

Context/specific experience:

  • Fluent in Arabic, both written and verbal.
  • Willingness to travel to the field (in host communities).
