JOB PURPOSE AND OVERALL RESPONSIBILITIES:
Under the direct supervision of Seasonal Programmes Coordinator, Seasonal Programmes Officer (SPO) will be responsible for the full implementation of the Seasonal Programmes in different governorates of Jordan.
The Seasonal Programmes Officer (SPO) will directly manage the entire seasonal programme and will also provide technical oversight of the Ramadan, Qurbani, and Winterization to ensure high quality programmee delivery, adherence to strong systems, compliance with all procedures, and full accountability within the framework of IRW and donor's standards and guidelines.
The SPO will closely collaborate and coordinate with IRJ colleagues, partners, donors, and government departments in designing and implementation.Major Responsibilities:
Oversee the implementation of all seasonal programmes implemented by IRJ, including with other IRJ departments.
Develop project cycle documentation, including project design documents (proposals and budgets) and implementation documents i.e. implementation plans etc, and ensure accurate project files are maintained.
Ensure the effective monitoring of the project, including financial aspects to ensure that spending is on track.
Coordinate with all concerned stakeholders to facilitate implementation and increase the visibility of IRJ seasonal interventions.
Co-coordinate and facilitate the launch of assessments and support in data collection, monitoring, and evaluation efforts with IRJs Monitoring and Evaluation team as needed.
Support the continual improvement of IRJ seasonal activities by capturing and sharing key challenges, articulating obstacles and proposing solutions.
Undertake active risk planning and monitoring, including identifying and mobilizing risk mitigation measures.Participate in Sector and partner coordination meetings with donors and other stakeholders. (UNHCR, relevant Clusters, WFP, and other Partners)
Ensure seasonal projects activities are implemented in full compliance with IRW standards.
Prepare & contribute to donor reporting requirements on weekly, monthly, quarterly and Annually basis as requested.
Conduct administrative, logistical, and financial duties related to all aspects of project implementation.
Coordinate activities of the project with relevant stakeholders including governmental bodies including MOSD and governors and other relevant bodies in coordination with PR and Admin Coordinator.
Reporting any challenges and issues to the Seasonal Programmes Coordinator.Undertake a lead role in organizing distribution sites, providing orientation to staff on best distribution practices and facilitating distribution operations.
Develop and implement a staff capacity-building plan on areas of Food, NFIs and Cash management as well as distribution to meet established standards through on job trainings, inductions and refresher workshops, conferences, and any other appropriate methods.
Support the Seasonal programs coordinator in developing the seasonal program, and creating new implementation methodologiesPerform any other task(s) assigned by the management
SKILLS AND COMPETENCIES
Technical skills and experience:
At least 3 years of experience with an INGO, UN agency, in food commodities, NFIs and Cash handling, tracking and accounting.
Experience in coordinating distribution operations, which include coordination with multiple internal and external stakeholders.
Experience in data management and analysis.
Strong problem-solving skills.
Ability to work effectively as an integral part of a multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other stakeholders.
Good understanding of writing project proposals, budget management, financial management, and Report writing.Strong understanding of project cycle management, result-based management and M&E functions.
Good understanding of humanitarian issues, with experience of/or ability to work directly with local NGOs or communities.
Good understanding of international humanitarian principles and standards including CHS, SPHERE, ICRC Code of Conduct, etc

Very good verbal and written communications skills and the ability to relate to people from all backgrounds.
