Background


The Recycling in Jordan Activity (JRA) is a 5-year project funded by the United States Agency for International Development (USAID) and implemented by Chemonics International.  The activity seeks to increase commercial sector utilization of recycling services in Amman, utilizing a market systems approach. JRA will work with private recycling firms, the commercial sector, the Ministry of Environment (MoENV), and the Greater Amman Municipality (GAM) to increase recycling through the following three objectives:


expand and improve private sector-led recycling services.
increase demand for and utilization of recycling services within the Amman commercial sector; and
increase local and national government support for improved solid waste management.


The Recycling in Jordan activity will increase the competitiveness of recycling and invigorate the circular economy using a market-based approach, strengthening market linkages, and improving the enabling environment. As the recycling sector becomes more competitive, the activity will support it to capitalize on opportunities to boost commercial sector use of recycling services.

II. Principal Position Objectives, Basic Functions/Critical Tasks:

The Recycling Services Specialist shall serve as part of the project team and assist the Recycling Sector Lead in supporting and leveraging partnerships and supporting collaboration between recycling service providers across the value chains and their clients/potential customers from the commercial sector in Amman. S/he will collaborate with the project team to support the implementation and delivery of project interventions and objectives on leveraging business-to-business linkages with formal and informal recycling service providers across the recycling value chain, profiling their performance and services, and technical support targeting recycling services providers to help expand their businesses, capacity, performance, and profitability.

The Recycling Services Specialist shall initiate and undertake new and innovative partnerships with recycling service providers for the adoption of sustainable and viable business recycling models, systems, initiatives, and cases across the commercial sector in Amman. S/he shall maintain successful partnerships with recycling service providers and provide technical support as needed to expand recycling services and replicate successful models with their clientele from the commercial sector.

The Recycling Services Specialist shall collaborate with the project team to support the private sector to expand market-based services and to offer new recycling products and/or services that can tackle the identified market gaps by introducing innovative ideas, products, or startups.  



Duties and Responsibilities


Technical


Assist the project team in the technical implementation of the project interventions (Business recycling models and cases) and day-to-day technical coordination and collaboration between the team of the component. 
Facilitate implementation of partnerships with private-led recycling services providers for the adoption of sustainable and viable business recycling models, systems, initiatives, and cases across the commercial sector in Amman.
Work with private recycling service providers across the value chain to create partnerships and support collaboration on expanding and replicating successful recycling business models and services.
Support private-led recycling service providers to better market their services and facilitate linkages between the recycling service providers and the market of commercial waste generators and support commercial change management initiatives within the commercial sector to develop and implement successful recycling models and practices.
Maintain day-to-day communications and effective relationships with recycling service providers across the value chains to improve and expand their recycling services across the commercial sector in Amman.
Work with the Recycling Sector Lead to identify, design, manage, and execute partnerships that support business-to-business linkages and relationships related to the recycling sector.
Undertake studies, research, and other activities as needed to identify partnership opportunities that lead to expanding and scaling up the market of recycling services and solutions in Amman and initiate new and innovative partnerships and collaboration for expansion and replication.
Support recycling partners to identify opportunities for growth within their sector and clientele, such as identifying new opportunities and markets for products or services.
Provide technical inputs and advice as needed to maintain successful partnerships and collaboration with the recycling service providers. This includes a contribution to drafting pitches, presentations, reference materials, and other documents as required.
Support the project team in performing comprehensive and quantitative surveying to collect data about the performance and capacity of the recycling service providers across the value chains, in accordance with the MEL requirements and tools. This could include conducting of informative interviews and meetings related to data collection and evaluation.
Work with the GESI specialist to ensure that activities under this objective address gender disparities, priorities, and norms, and encourage the inclusion of vulnerable populations such as informal workers, women, youth, refugees, and persons with disabilities.
Work with the project team to address recycling service providers and commercial cluster interventions holistically and promote collaborative and productive working relationships as a member of the project team, supporting colleagues in meeting project goals and targets.
Assist the communications team in coordinating various public relations events and media campaigns related to the above-mentioned activities, including drafting press releases and communications materials for publication in newspapers and other media about activities, events, and developments of the project.
Assist and actively participate in mapping and profiling new Recycling Service Providers and maintaining current information for current service providers.
Actively participate and be responsible for organizing and aggregating the Recycling Service Provider’s database and preparing, aggregating, and analyzing recycling market outlooks data.
Develop and follow up standardized procedures for capturing feedback from Recycling Service Providers on the recycling directory to be reflected according.


Administrative


Coordinate all logistical arrangements for the component meetings, field visits, events, workshops, seminars, and other training activities to ensure timely and successful outcomes.
Participate in meetings, workshops, and functions necessary to ensure the successful design and implementation of assistance to beneficiaries.
Follow-up on completing and recording engagement tools with service providers or other tools that capture their profiles and baselines. 
Exhibit polite and professional communication with recycling service providers either in person or via phone and e-mail
Prepare training-related materials such as printings, agenda, invitees lists, invitations, follow-up, etc.
Coordinate with the project team on event logistics and relevant preparations for training, workshops, facilitation sessions, etc.
Carry out administrative duties such as filing log sheets, completing trackers, and preparing/ analyzing data from minutes of meetings with recycling service providers.
Perform data entry tasks as required to build up editable and reactive data spreadsheets and templates.
Ensure activities consider gender disparities, priorities, and norms and are inclusive of vulnerable populations such as informal workers, women, youth, refugees, and persons with disabilities
Any other duties as assigned by the Recycling Sector Lead



Qualifications



Minimum Bachelor’s degree in the field of environmental studies, solid waste management (SWM), engineering discipline, or relevant field.    
Five to seven years of experience in waste management and recycling, technical capacity strengthening, or a related field; with a knowledge of market actors in the recycling sector in Jordan.
Previous experience in business, sales, and marketing would be an advantage.
Previous experience with data collection, research, studies, and reporting.
Demonstrated ability to work effectively with national and local private sector organizations required.
Excellent interpersonal and leadership skills in building effective partnerships and collaboration with private organizations and companies
Strong analytical skills and the ability to take initiative and drive project implementation.
Excellent computer skills in MS applications.
Excellent organizational, negotiation, and time management skills.
Demonstrated strong oral and written communication skills
Arabic fluency, English proficiency required.
