Purpose of Consultancy
To ensure continuity in advancing the Youth, Peace and Security (YPS) agenda and operationalizing the YPS Unit within the Ministry of Youth (MoY). The consultancy will deliver defined outputs that strengthen coordination mechanisms, establish monitoring tools, and document progress in implementing the Jordanian National Action Plan on Youth, Peace and Security 2025–2027 (YPS JoNAP). The consultant will work closely with the MoY's YPS Project Manager, the Secretary General, and the Minister, in addition to UNFPA Jordan, to produce concrete deliverables that enable the MoY to lead and sustain the YPS JoNAP governance and implementation framework.

Scope of Work
The YPS Consultant will support the YPS Project Manager at the Ministry of Youth to strengthen institutional and individual coordination capacities within relevant YPS stakeholders. The Consultant will work closely with the Ministry of Youth and UNFPA to achieve the following objectives:

Programme Coordination and Implementation Support

Technical and operational support package provided to MoY, UNFPA, youth networks, and civil society partners to demonstrate timely implementation of YPS JoNAP activities (e.g., workplans, meeting notes, or joint activity records).

Coordination and facilitation support delivered for meetings, consultations, and joint activities with YPS stakeholders, inter-ministerial bodies, and governance structures.

National YPS coordination mechanisms activated to support the MoY's convening role for the National YPS Coalition (e.g., stakeholder mapping, outreach plan).

Monitoring framework for implementation of the YPS JoNAP 2025–2027 initiated in coordination with the MoY and its M&E department to establish clear processes for tracking activities.

Knowledge Management, Reporting, and Capacity Building

Documentation and progress reports on YPS activities produced, capturing key lessons learned and best practices.

Knowledge-sharing and visibility materials created to showcase YPS initiatives (e.g., briefs, presentations, or communication products).

Report on the Ministry's YPS engagement drafted, tracking advancements from the adoption of UNSCR 2250 in 2015 to the present day.

Ad Hoc Technical and Operational Support

Targeted technical and operational support provided to MoY and UNFPA as required to activate and sustain the YPS Unit (e.g., strategic advice, operational guidance, or process mapping).

Contributions to strategic discussions and policy dialogues delivered to advance the YPS agenda.

Support for high-level meetings and events provided, including coordination for the YPS JoNAP launching event.

Duration and Working Schedule
Three months – expected start date: October 2025.

Delivery Dates and How Work Will Be Delivered
The consultancy will take place from October to December 2025 under the supervision of UNFPA in close collaboration with the Minister's Office at the Ministry of Youth. All deliverables shall be submitted electronically in Word format.

Monitoring and Progress Control
Regular meetings and reports as requested by UNFPA Jordan. Monthly performance assessment in accordance with the scope of work. A final report summarizing the consultant's overall activities and contributions to the YPS Unit and the national agenda will be submitted.

Deliverables

Deliverable 1: Established Coordination Framework
A documented system for collaboration with the Ministry of Youth (MoY) team and relevant governance bodies. This can be verified through tangible outputs like a workplan, a documented communication protocol, or a consistent record of meeting minutes with clear, tracked action items. Expected within 4 weeks from commencement.

Deliverable 2: Mid-Term Progress Report
A comprehensive narrative report submitted at the project's midpoint. This report should detail achievements against objectives, outline any challenges encountered, and include clear mitigation strategies for the remainder of the project. Expected within 8 weeks from commencement.

Deliverable 3: Final Performance and Handover Report
A conclusive package submitted upon finalization of the consultancy. It should summarize the full scope of work, detail the final outcomes, include lessons learned, and provide specifics on the Ministry's advancements in the YPS agenda. Expected within 12 weeks from commencement.

Payment Terms
Payments will be made on a monthly basis, with one-third of the total amount disbursed upon completion and approval of each deliverable.

Supervisory Arrangements
The consultant will report to the Youth Analyst, UNFPA Jordan Country Office, while working directly under the Ministry of Youth.

Expected Travel
Not applicable.

Required Expertise, Qualifications and Competencies

Bachelor's degree in Business or Public Administration, Political Sciences, Human Resources, or related field, with at least 4 years of demonstrated experience in public policies and management.

Experience in youth policies, the YPS Agenda, and/or the UN Sustainable Development Goals (SDGs) system is highly desirable.

Strong organizational and planning skills, creativity, and conflict sensitivity.

Excellent communication and teamwork skills.

Experience within a governmental setting is considered advantageous.

Ability to produce high-quality written documents and reports in a timely manner.

Flexible, proactive attitude and ability to work under pressure and to tight timelines.

Proficiency with MS Office and other relevant software.

Fluency in Arabic and English.

Experience in capacity building, training, and coaching is a plus.

Inputs/Services Provided by UNFPA or Implementing Partner
The consultant will use their own equipment. Office space will be provided by the Ministry of Youth.

The schedule for deliverables may require adjustment based on the progress of development within the Ministry of Youth.
