    The Position:

    Under the overall guidance of the Country Representative and the direct supervision of the Programme Coordinator,
  • the Programme Specialist is coordinating and managing gender, culture, human rights related thematic interventions of the UNFPA supported programme and related projects including social dialogue,
  • GBV and other harmful practices prevention and response. S/He is responsible for providing strategic policy and programme advice as well as and overseeing project formulation,
  • implementation and evaluation. The candidate supports the Representative in advocating for policy change relating to UNFPA’s mandate in the country.

    The Programme Specialist Gender and Social Policy will supervise the GBV program analyst and program associate and work with the JPO in an integrated team

    You Would Be Responsible For
  • Policy support
  • Keep abreast of new policy development and strategies by analysing policy papers, strategic documents, national plans, and development frameworks and prepares policy briefs and inputs for policy dialogue and development frameworks.
  • Engage in networks and build partnerships around issues of UNFPA’s mandate for the achievement of the SDGs, specifically those dealing with gender equality and GBV.
  • Engage at policy level and provide substantive inputs to social policies and strategies to ensure positioning of UNFPA mandate within the national policies and strategies, UN systems initiatives and frameworks (i.e. CCA, UN Cooperation Framework, SWAPs, etc) and development partners’ mechanisms in line with the new aid environment.
  • Initiate policy dialogue, develop policy briefs and position papers using the most to date evidence to articulate the linkages between Gender, GBV and Human Rights and the economic development in the country.
  • Strength national capacity for the implementation of the ICPD agenda in Jordan in relation to gender, GBV and harmful practices focusing on institutional capacities and community partnerships and networking. Provide technical assistance to national partners around system strengthening and social norms to scale-up quality services for the reduction of GBV and harmful practices.
  • Develop a context-specific programme model with national partners around the integration of the Gender and Human Rights, and Sexual Reproductive Health and Rights at policy and systems levels.
  • Technical expertise/management:
  • Review and analyse the political, social, and economic environment in relation to gender, GBV and human Rights, and identify opportunities for UNFPA assistance and intervention. Assess implications of new policy development and strategies on programme execution and ensures appropriate adjustments responding to the new policy.
  • Participate in relevant national and sub-national fora, enhancing UNFPA mandate on Gender, Human Rights, and GBV and work to ensure that are incorporated in national development plans and frameworks.
  • Provides substantive inputs to facilitate policy dialogue and the central positioning of Gender, Human Rights, and GBV issues within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’.
  • Ensure availability and use of the recent data from censuses, surveys, statistics, etc. and provide analysis from gender and human right lens.
  • Create substantive knowledge of Gender, Culture, Human Rights, and GBV issues in the office, assesses technical assistance needs in these areas and provide the support required for programmes and related interventions to meet these needs.
  • Stimulate strategic thinking around the UNFPA Strategy related to Gender, Culture, Human rights, and GBV taking into account the needs of Women and Young People, the existing opportunities for collaboration with Government, non-government and development partners.
  • Participate actively in UN coordination mechanisms (e.g. Joint UN Teams) and contribute to relevant joint programmes/initiatives among the UN agencies.
  • Results-based programming
  • In collaboration with Government counterparts, NGOs and other partners provide substantive leadership to the formulation and design of the country programme, projects, and AWPs in line with Government priorities and according to UNFPA programme policies and procedures.
  • Ensure quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
  • Oversee the development, implementation and monitoring of the UNFPA supported Gender, Culture, Human Rights, GBV (including other harmful practices) programme, in particular:
    • Assesses priority technical requirements of the programme.
    • Provide technical and managerial support to the Government and NGO partners in the implementation of the programme.
