UNICEF MENA Regional Office has been working diligently with country offices to advocate for the inclusion of young people in national delegations who will be negotating on their country's behalf at COP 28 in Dubai, 2023. Through their inclusion in the official national delegations, UNICEF aims to empower young people to participate meaningfully in climate negotiations and policymaking, ensuring that their voices are heard and are reflected in the decision-making process. Therefore, UNICEF seeks to contract an experienced consultant with existing capacity and experience delivering climate related trainings to young people to ensure the young people participating in their national delegations are capacitated and prepared to participate meaningfully as climate negotiators and/or observers at COP 28. The envisioned consultancy will deliver a comprehensive training programme in both face-to-face and online workshops for approximately 30 young people who have been identified by UNICEF country offices across MENA

Scope of Work:

Children and young people have the right to participate in decision-making, as outlined in Article 12 of the United Nations Convention on the Rights of the Child (UNCRC). We know from experience that engaging young people in decision-making enhances the quality and effectiveness of service delivery, improves policy formulation and evaluation, and better addresses the specific needs of children and young people. While efforts to support young people's participation are growing, they are often limited to consultations, without any formal or tangible ways to influence the national or global frameworks. A systematic and comprehensive approach is required to ensure meaningful and sustained participation of young people and to avoid 'youth washing'. The objective of this consultancy is design and deliver a comprehensive training package to empower 30 young people from the MENA region selected by UNICEF through the UNICEF Country Offices to meaningfully participate and advocate for ambitious and just climate action at national and international levels before, during, and after COP28. The aim of the training programme is as follows:

Increase the skills, self-efficacy and confidence of participating youth to deliver youth empowermentIncrease youth leaders' confidence that the country's, community's and region's needs will be properly considered and represented in climate negotiations – with the goal of climate justiceEquip young people with knowledge and skills to understand climate policymaking and negotiations and building leadership skills to advocate for climate action and engage with key decision-makers.Empower young people to advocate for child-sensitive climate policies in alignment with the Declaration on Children, Youth, and Climate Action, and the CRC General Comment No.26 on children's rights and the environement, which a special focus on climate change.

Bachelors degree in one of the following fields: Social Sciences, international development.A minimum of 5 years of relevant professional experience (At least 2 years of experience training young people and 3 years of work experience in climate change).Proven Climate Change Negotiations Training expertise for UNFCCC related events, including COP.Clarity of Training Approach -Quality of Training content -Past experience working and training with young people -Past experience in implementing simulations – Ability to travel UAE Fluency in English is required.
