Job Profile


The CP Coordinator in consultation with the WoS protection advisor, will design and develop the foundations of the CP specialized services interventions for RI in Syria.

S/he will particularly have a key role in building the team capacity on both response services such as response and prevention with a focus on community-based activities implemented in RI protection centers/protection spaces in health facilities and at community level, while ensuring culture and practice of high-quality CP programming in emergencies.

Key responsibilities

Technical supervision and program oversight

Coordinate closely with the hub-based protection managers on overseeing the implementation of the CP program activities, including technical support to RI staff and local partners

Provide technical guidance, oversight, and support to the CP Officer on the hub level and the CP team in the provision of quality case management to ensure the needs of children at risk and their families are met in a timely and consistent manner and ensuring safe and ethical data monitoring.

Lead development and oversee implementation of community-based child protection activities to engage all community members including women, girls, men and boys in child protection prevention, response and mitigation

Based on the country and protection strategy, actively contribute to the creation and implementation of the strategy to meet the needs of the population in the target locations, and lead assessments to inform program priorities for assigned geographic locations.

In coordination with the hub protection managers proactively identify programme gaps and propose new activities and services to address them
In collaboration with the protection advisor develop CP resources including manuals, structured and unstructured awareness raising sessions, and IEC materials and oversee implementation of CP prevention activities to increase communities' awareness
Support and supervise implementation and security of program databases according to the standards

In coordination with the protection advisor and technical health units, support integration between health and child protection through building capacity of health team, implement joint and integrated CP activities within HFs to ensure integrated, safe and confidential support to children
Provide direct support in CP case management as needed

Oversee establishment of/updating the referral pathways for the catchment areas
Coordinate with PSS coordinator and GBV coordinator in Amman for joint activities and support/capacity building
In coordination with HR and protection managers, recruit CP staff and work with supervisors to ensure Performance Management Plan for all staff is in place and followed up regularly
In coordination with the protection managers, review the function of the CP staff at the field level and advise on changes/adaptations as needed
Support the protection managers in ensuring work plans are followed and targets are met
Ensure CP staff are well trained, understand CP guidelines, including strict adherence to the principle of "do no harm" and "best interest of the child"

Program development and reporting

Contribute to ongoing analyses of programs and service delivery data for problem identification, program planning and advocacy purposes, and help identify trends and gaps in service provision
Oversee the assessment of the protection centers' needs/gaps as well as regular community assessments
Support to the internal and external periodic reports as well as development of concept notes and proposals, ensuring respect of deadlines
Participate in all grant opening, mid-term and closing meetings, and ensure compliance with donor regulations during implementation of projects in close coordination with the protection managers
Participate in technical coordination meetings as requested by the line manager
Any other task assigned by the line manager

Capacity building

Provide technical guidance, oversight and support to the CP team in the provision of quality case management, and other CP activities to ensure the needs of the people of concern are met in a timely and consistent manner

In coordination with the protection advisor, develop and lead the capacity building plan for CP staff and train RI and partners' CP teams in case management, CP minimum standards, tools and resources and other topics based on the capacity building needs assessment and plan.

Support/contribute to local partner capacity building plan for strengthening local partners' capacity in technical CP areas

Representation

Participate in CP coordination forums' meetings coordinated by the AoRs and clusters as requested

Accountability and M&E

Support proper use of the M&E tools and systems and provide input to track indicators and measure progress

Person Specification

Essential criteria


Relevant university degree in social sciences, education, psychology, development, or other relevant field (relevant and significant work experience will also be considered).

Minimum of 2 years' experience working with at-risk children and families through direct implementation of case management, or PSS for children.

Minimum of 3 years' experience in the field of CP response with supervisory responsibilities, preferably working with conflict affected populations.

Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently
Strong communication and analytical skills and ability to present ideas effectively
Ability to conduct sensitive and non-judgmental communication; good diplomatic skills
Emotional maturity and stability to resolve conflicts in an effective manner
Familiarity with principles and practice of monitoring and evaluation
Excellent knowledge of MS Word, Excel, PowerPoint and email/internet software
Ability to work with minimal supervision
Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
INGO experience is required
Fluency in Arabic is required
Very good spoken/written English is required

Desirable criteria

Experience with the Syrian context or emergency settings
