CARE International in Jordan has a vacancy for the post of “ Partnership Specialist “:



The Partnership Specialist will serve as technical lead and ensure harmonization of approaches on identification, selection, monitoring, and capacity strengthening of partners. He/she will represent CARE Jordan (“CARE”) in external networks and fora with the aim of advocating for the localization of aid and equitable partnerships. The position holder will lead and promote CARE’s localization and partnership ambitions through strategic and operational technical guidance to the country office, in line with CARE Jordan’s 2023-2027 country strategy and partnership goals across the humanitarian-development-peacebuilding nexus programming for the most vulnerable.

The Partnership Specialist will contribute to CARE’s programming principles and work with a wide range of partners from the public and private sectors, and civil society. The initial focus will be on expanding and extending CARE’s ability to implement high quality programs with partners by continuing the transition from direct service delivery to working primarily through partners through the lens of localization. This includes collaborating with local actors to create solutions that resonate with CARE’s targeted communities and specific contexts in Jordan. Simultaneously, the position will support CARE to uphold the protection of and accountability to partners, bringing together women’s and grassroots organizations, building new paradigms/narrative around capacity strengthening approaches, as well as develop and foster two-way communication channels to build trust and accountability. The specialist will further facilitate networking and exchange between partners across CARE’s thematic and geographical areas and provide coaching and/or facilitation of training for partners and CARE staff as required.
 
With oversight from the ACD - Programs, and close teamwork with CARE country office staff, the specialist will lead a collaborative process to develop and implement a localization and partnership strategy, as well as leverage CARE’s existing internal processes on partnership compliance, while developing new internal processes based on best practices that will directly engage partners and integrate their priorities, perspectives, and needs. Gender equality and accountability are core themes to be embedded throughout all strategies, approaches, and procedures.
 
The position requires superior knowledge of CARE programming principles, the contextual civil society environment, and demonstrable understanding of the localization agenda agreed at the World Humanitarian Summit. Strong organisational development and training skills are required, as well as the ability to lead a collaborative framework development process and internal mechanisms that meet the needs of partners, CARE, and other stakeholders.

JOB RESPONSIBILITY 1:Strategy and Coordination 25%



• Clearly articulate a vision for CARE Jordan’s partnership approach and help promote that vision with CARE staff and partners.

• In coordination with the Programs Department and the Senior Management Team, build on and further develop CARE’s localization and partnership strategy in line with CARE’s country strategy 2023-2027.

• Develop and monitor the implementation plan for CARE’s localization and partnership strategy. 

• Ensure full understanding and endorsement of the Partnerships Strategy and any associated procedures by CARE staff, partner staff and other relevant stakeholders.

• Participate in country-level and regionally relevant partnerships working groups and fora, and advocate for the inclusion and support of local organizations.

• Stay up to date on current trends in partnerships and localization practices globally, regionally, and at country level, and share learning with the SMT and relevant program teams.

• Input into strategy development of CARE’s thematic sectors and integrate plans and targets on program models that include local partners.

• Serve as primary focal point between CARE and implementing partners for non-technical discussions.

• Develop and maintain coordination mechanisms for non-implementing partners, across the program and program support teams. 

 

JOB RESPONSIBILITY 2:Program Development, Accountability, and Learning 30%

 


 Establish links and build relationships with organizational capacity development providers in and outside Jordan including consulting firms, NGO support centers and universities. 

• Guided by CARE’s global practices and country policies, continuously monitor and develop relevant partnership accountability initiatives, as well as strengthen the effort to document the impact and lessons learned of activities.

• Lead initiatives to improve partnership practices by periodically assessing CARE Jordan’s partnership management approach considering both CARE and partners’ perspectives, capture lessons learned and best practices, and make recommendations for improvement.

• Participate in review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration.

• Contribute to proposal development and project design for funding opportunities directly related to partnerships and localization, and actively support identification of and liaison with new and existing donors.

• Coordinate with CARE’s technical specialists and managers to identify and develop new partnership opportunities relevant to the current context, identified needs, and key thematic areas.

• Develop deliberate accountability mechanisms for partners, including (but not limited to) project design participation protocols; communication standards; management, review, and monitoring protocols; partner feedback questionnaires; case studies; feedback and complaints mechanism; and partner information sharing tools.

• Support in the analysis of CARE’s due diligence and capacity assessments, using this to expand CARE’s understanding of the key support needs of current and potential partners. Analysis should support CARE in developing relevant programming, advocacy, and internal tools and processes.

• Analyze the results of on-going partnerships, remote management and results on the ground to produce lessons learnt in order to inform strategic decision-making and improve ongoing and future programming.

 


JOB RESPONSIBILITY 3:Compliance and Capacity 25%

 


• In line with CARE’s SOPs, develop and maintain appropriate tools and mechanisms to identify, assess, and enhance actions of sub-awarded partners.

• In collaboration with the program and finance teams, facilitate tracking of partner management tasks, including awards, monitoring, reports, and close-out, using mechanisms that contribute to coordination of partner-related activities between project teams. 

• Lead due diligence with new partners and re-assessments, in coordination with key technical staff.

• In close collaboration with programs, support team, and the Partner Decision Making Committee, refine and roll-out high quality standard operating procedures (SOPs) for pre-award, start-up, implementation, and close-out phases of sub-awards with partners. The SOPs should outline all related procedures, including associated tools, accountability mechanisms, M&E approaches, and detail roles and responsibilities. Where relevant, partners must be consulted, and challenges related to the operating environment should be considered.

• Regularly train CARE and partner staff on the SOPs and support their implementation and periodic reviews and contribute to resolving SOP-related disputes and taking corrective action.

• Building on CARE’s existing experience and tools, develop innovative capacity development coordination, assessment, and planning mechanisms for strategic and non-strategic partners, which results in learning by both CARE and the partners. 

• Support the development of capacity development plans for strategic and non-strategic partners, based on assessed needs, due diligence, and risk mitigation actions. Take account of the operating environment, partner priorities and challenges, and develop innovative mechanisms to overcome these.

• Enhance and coordinate standardized project inception workshops for partners, in collaboration with, and taking account of the needs of, program, program quality, program support (which includes finance, procurement and admin).

• Coordinate with different teams (as required) to develop and deliver training in line with capacity development plans, in subjects such as gender equality, monitoring and evaluation, safeguarding, GBV risk mitigation and Core Humanitarian Principles (where applicable). 

 

JOB RESPONSIBILITY 4:Identification and Mapping 15%

 



• In collaboration with the Partner Decision Making Committee, ACD-Programs, and the Business Development and Grants Manager, refine and continuously update the mapping of potential partners, based upon CARE’s programmatic strategic direction and geographical priorities. 

• Support the identification and selection of new partners to meet program needs and the assessment of their suitability to work with CARE. Assessments will include the analysis of mutual values, principles, governance, structure, operational capacities, contextual understanding, accountability, and management systems. 

• Identify, assess, and engage potential partners for specific proposals and/or concept papers. Support the inclusion of partnership considerations in project design, proposal preparation and donor reporting, with an emphasis on promoting equal partnership, inclusive project design, identifying appropriate partners, strong capacity building and sufficient budgets.

• Continuously reach out to potential partners, assess their current capacities using CARE's organizational capacity assessment tools to identity gaps in capacities, and if proven to be viable partners for CARE, initiate the required due diligence processes, in alignment with CARE Jordan’s specific requirements (such as those stated in CARE strategic program or partnership objectives) and Jordanian law. execute Memoranda of Understanding, (MoUs), Pre-Teaming Agreements and Teaming Agreements.

Qualifications/Education/Training :

 

Required:


• Experience working with sub-grant management and partnership approaches in humanitarian and development environments.

• Experience with organizational assessment and development.

• Experience coordinating and delivering training. 

• Skills and experience training staff to train others in core competencies.

 

Desired :Experience with women’s local organizations.

 

Experience/Technical Skills:

 


Master's degree in a relevant field is preferred. In development, social science, or public health, or equivalent combination of education and work experience

University degree as well as relevant professional qualifications/certificates.


 

Desired : MA/MSc. in development, social sciences, or related fields.
