About Us:

Since 7th October 2023, the Gaza Strip has seen intense ground fighting and aerial bombardment. The level of sustained conflict has resulted in massive displacement of the local population, damage to the vast majority of buildings in the area, over 51 million tonnes of rubble and an anticipated EO threat hidden within that rubble. Since the start of this recent conflict, HALO has been monitoring the situation and planning a response in coordination with key authorities and the UN.

The humanitarian mine action sector's response to the recent conflict is in the early stages of development, with a huge amount of work to do. UNMAS are currently developing standard working practices (SWPs) for key activities, and as such HALO has an opportunity to lean into the establishment of an effective HMA sector in Gaza, whilst making a meaningful difference to the lives of those living in desperate circumstances across Gaza.

About the Role:

The IM and GIS Officer is primarily responsible for designing, managing, maintaining and analysing programme operational and open-source mapping data, and the production of accurate, informative mapping to assist humanitarian demining operations. Solid information management is fundamental to HALO mine action operations. The IM and GIS Officer is the means by which HALO's operational activities are properly recorded, processed, analysed and disseminated. The IM and GIS Officer is required to maintain an in depth understanding of the operating processes adhered to by teams in Gaza, in order to establish effective systems that meet the requirements of internal standards, and where possible with with UNMAS to influence good practice of data management across the sector.

Key Responsibilities:

The IM and GIS Officer is responsible for:

• Maintaining internal IM systems to ensure accurate and efficient collection and storage across a range of operational data on EHAs and EOD tasks, from call out through to final disposal.

• Supervise, support and mentor staff who collect any form of data, and any IM Assistants.

• Produce maps and other GIS information products

• Management of data in HALO's Global Operations Information Management System (GO-IMS)

• Establishing a clear data flow across HALO's platforms and UNMAS' with stated quality assurance and control mechanisms to ensure accuracy design and implementation of mobile data collection forms and data flows to assist efficient and effective field-level operations.

• Design and maintenance of programme databases and datasets as required

• Designing and implementing training sessions with operational and support staff in the use of physical and digital/mobile data collection techniques

• Production and maintenance of programme geospatial data related to HALO mine action operations

• Production of accurate, informative and creative mapping using ArcGIS and Google Earth to inform and guide operations

• Production of maps, infographics and other data visualisation to accompany donor reports, presentations and for other external publications and uses

• Use HALO internal data, open source, and other data with IM and GIS tools to produce analysis of the presence and impact of mines and other explosives

• Maintain and develop HALO's prioritisation matrix using open sources, in line with operational requirements to identify areas in need of HMA support.
