Regional Context
The Middle East and North Africa, Afghanistan, and Pakistan Region serves twenty two countries across different income groups, of which fourteen are active/potentially active IBRD/IDA borrowers (Afghanistan, Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Pakistan, Syria, West Bank and Gaza, Tunisia, and Yemen), with a total of 251 projects and over $51 bn in total commitment. Eight are users of the Region's non-lending services, mostly on a reimbursable basis (Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). The mission of the region is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. The region attaches importance to creating a supportive work environment based on the values of teamwork, transparency, trust, and client service, underlined by professional excellence. The region places high value on diversity. The region is organized into seven Country Departments (CMUs), the Office of the Regional Chief Economist, and the Development Effectiveness Unit (MNADE).

The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.
The Energy unit for MENAAP, comprises more than 20 staff handling a diverse portfolio of active projects across 18 client countries, as well as numerous knowledge products, supporting: (a) reforms to promote the long term financial sustainability of the energy sector, including leveraging private sector capital and ingenuity; (b) the enhancement of service delivery including reforms of State Owned Enterprises and Utilities, the development of national and regional electricity and gas markets, as well as reliable transmission and distribution systems: (c) the diversification of generation mix, including the scale up of renewable energy and energy efficiency investments; and (d) the recovery of the energy Sectors in countries affected by Fragility, Conflict and Violence (FCV).
The MENAAP infrastructure department is seeking to recruit an Energy Practice Manager for its Energy and Extractives unit (IMAPE). This position will be based in Amman, Jordan.
Duties and Accountabilities:
The Practice Manager is accountable for performing the responsibilities, modeling the behaviors and maintaining the technical competencies (listed below) in his or her capacity as a member of the MNA INF Management Team. Accountability means being answerable for managing quality, risks, results, institutional initiatives and compliance with Bank policies and procedures.
The Practice Manager is responsible for performing activities in the following areas:
Solutions and Results to Clients:
· Leads his/her team to deliver the VPU's key strategic priorities and, in collaboration with other stakeholders, ensures alignment with the WBG Strategy.
· Draws on thought leadership and implementation know-how to ensure high impact solutions.
· Accountable for delivering high-quality and timely results.
People/Talent Management:
· Models exemplary WBG leadership values and managerial behaviors and reinforces these qualities in own team and staff.
· Drives and inspires technical excellence within the team and the unit by creating an environment of learning and innovation that attracts and develops the best talent reflective of the diversity of our clients.
· Supports management in developing and implementing appropriate strategies for global staffing, deployment, talent and performance management.
Resource Management:
· In consultation with relevant stakeholders within the WBG, decides on the best use of internal and external resources for maximum client and developmental impact.
· Is accountable for delivering the agreed upon work program through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies, and ensures timely delivery and overall quality of the VPU's outputs.
Knowledge Management:
· Ensures timely flow and capture of knowledge and expertise so that clients receive the highest quality support and knowledge they need, when and where they need it.
· Promotes innovative and cross-cutting research, as well as the dissemination of technical and experiential knowledge and learning.
· Instills a culture of evidence-based, yet client tailored engagement for highest development impact.
Selection Criteria
• PhD or Master's degree in relevant field/discipline (typically the successful candidate will have about 12 years of experience in positions of increasing complexity and responsibility).
• Passion for the WBG mission and mandate of the Energy and Extractives Global Practice.
• Recognized energy expert within WBG and with track record of applying practice know-how and effective policy dialogue to achieve development results.
• Demonstrated in-depth experience working across practice and disciplinary boundaries, and with multiple stakeholders – both public and private – in building collaborative alliances for results.
• Strong technical knowledge and experience of delivering complex analytical work in the Energy sector is essential, given the breadth and scope of the unit's engagements in the region.
• Experience with both country level project and analytical work relevant to: Clean Energy; Energy Access; Energy Economics, Markets & Institutions; Hydropower & Dams; and Power Systems
• Deep technical knowledge and experience in one or more of the following areas: economics; engineering; financial and risk management; utility management; sector planning and strategy formulation; sector reforms; public private partnerships; or cross-border projects; resilience analysis.
• Ability to influence dialogue and policy on energy and extractives issues and related areas (climate change, urban & rural development, cross border issues, water-agriculture-energy nexus).
• Solid managerial and influencing skills to maintain a strong team across different countries and field presence, as well as effective collaboration with other global practices, safeguards, and procurement units.
• Demonstrated in-depth experience of client engagement and country-facing delivery, with a track record and strong results in managing and delivering World Bank operations in the energy sector employing IPF, PforR and DPL instruments.
• Strong understanding and experience in supporting private participation in the energy sector, with special emphasis on policy reforms, to ensure the sustainability of private sector investments and enabling regulatory framework. Experience and good track record in working with IFC and MIGA, private sector arms of the WBG, will be a plus.
• Strong written and oral communication skills with proven experience in dealing with the media, external constituencies and expert groups.
• Deep understanding and familiarity with the political challenges of stakeholder engagement and management.
