Young and Emerging Evaluator

In line with the 2024 UNFPA Evaluation Policy, country offices are encouraged to conduct Country Programme Evaluations (CPEs) at least once every two programme cycles.
UNFPA Jordan will conduct a Country Programme Evaluation (CPE) to assess the performance of its 10th Country Programme (2023–2027). The evaluation will review the programme's achievements, identify enabling and constraining factors, and provide actionable recommendations for the next cycle.
UNFPA Jordan is seeking a Young and Emerging Evaluator (YEE) to support the Evaluation Manager and team throughout the CPE process.
Scope of Work / Key TasksThe YEE will participate in all phases of the evaluation — Preparation, Design, Fieldwork, Reporting, and Dissemination — in accordance with the UNFPA Evaluation Handbook and related guidance on engaging youth in evaluations.
Under the supervision of the Evaluation Manager, the YEE will:
Support drafting notes, managing data, reviewing documents, and communicating with stakeholders.
Assist with organizing meetings and logistics related to CPE activities.
Prepare PowerPoint presentations, graphs, tables, and diagrams.
Support data collection and contribute to data analysis.
Assist in disseminating evaluation results to stakeholders.
Duration and Working Schedule6 months – from November 2025 to April 2026.
Place of WorkThe YEE will work on-site at the UNFPA Jordan Country Office.
Non-Jordanian applicants must hold a valid work permit to work in Jordan.
The YEE will work closely with the evaluation team throughout the assignment, contributing to specific evaluation tasks.
A detailed work plan with key deliverables and timelines will be agreed upon at the start.
Deliverables will be submitted electronically through UNFPA's designated platforms.
All outputs will be reviewed and validated by the CPE Manager.
Monitoring and ReportingThe YEE's work will be supervised daily by the CPE Manager.
Weekly updates (oral or written) will summarize progress and challenges.
Formal progress reports will align with evaluation milestones and UNFPA templates.
Payments will be released upon approval by the CPE Manager.
SupervisionThe YEE will report to the CPE Manager and Evaluation Team Leader.
Expected TravelTravel may be required during the fieldwork (data collection) phase, as determined by the evaluation plan.
Required Qualifications and Competencies- Bachelor's degree in development studies, population studies, economics, monitoring & evaluation, social sciences, public health, or a related discipline.
- Certificate in evaluation or equivalent qualification.
- Less than 5 years of experience in monitoring & evaluation, research, or social studies in international development.
- Strong analytical, organizational, and writing skills.
- Teamwork and communication abilities.
- Proficiency in ICT and data visualization tools.
- Familiarity with UNFPA or UN systems is an asset.
- Strong motivation to grow as an evaluation professional within the national evaluation capacity framework.
- Fluent in written and spoken English and Arabic.
Office space and utilities at UNFPA Jordan Country Office.
