The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, and non-governmental organization providing assistance, protection and durable solutions to refugees and internally displaced persons across 32 countries worldwide.

Within the Middle East and North Africa (MENA) region NRC operates in Iraq, Jordan, Lebanon, Libya, Palestine, Syria and Tunisia and operates a MENA Regional Office based in Amman, Jordan.

NRC's programmatic activities include Shelter, Education, Information, Counselling and Legal Assistance (ICLA), Livelihoods, Camp Management, Protection from Violence and other programmes.

NRC brings to bear a broad range of expertise through integrated programming that works to identify and remove different barriers that prevent people from achieving durable solutions and self-reliance.


The majority of displaced people live in protracted situations over multiple years, where they struggle to access protection, rights and services, and provide for their families.

NRC works with displaced people to enhance their equal access to services and rights.

We remove barriers they face on account of their displacement and support their quest to progress towards greater self-reliance and finding a durable solution to their displacement.

To promote self-reliance and durable solutions for displaced persons, NRC aims to address their specific needs and vulnerabilities in a holistic and integrated area-based response.

Importantly, we focus on removing systemic barriers that displaced people face and create an enabling environment and framework conditions for locally led durable solutions.


Role and Responsibilities :


The purpose of the role is to support the overall coordination and implementation of the regional agenda and priorities on self-reliance and durable solutions under the direct supervision of the regional head of self-reliance, durable solutions, and core competency unit.

The role will involve technical support, capacity strengthening and coordination with country offices. Further, the position holder will coordinate and maintain functional relationships with teams implementing cross-border programming.

The position will spend approximately 50% of the time dedicated to travelling to the various country offices to operationalize programming and advance progress towards durable solutions.


Generic responsibilities:

  • Support the implementation and coordination of regional self-reliance and durable solutions initiatives.
  • Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
  • Establish, maintain, and coordinate successful relationships with internal and external stakeholders.
  • Provide guidance and advice to senior technical staff and programme teams on donor rules, regulations and requirements that may have an impact on the durable solutions projects.
  • Contribute to the strategy development, funding proposals, and provide input on needs and gaps.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Promote the rights of Internally Displaced People (IDPs)/returnees in line with the advocacy strategy.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant key stakeholders.

Specific responsibilities:

  • Take the lead in overseeing the implementation of regional durable solutions grants and coordinating with field teams across various countries offices.
  • Support in the coordination and drafting of regional durable solutions projects progress reports in line with the donor reporting schedules.
  • Support in conducting regional studies on durable solutions and self-reliance.
  • Contribute to the development and implementation of relevant tools and outputs under regional durable solutions grants including development and use of tools such as the common scenarios matrix, case studies, policy briefs and regional research.
  • Lead the rollout of tools and training on self-reliance and durable solutions for country programmes.
  • Support the regional head of self-reliance and durable solutions in aligning self-reliance and durable solutions focus areas with regional and global priorities.
  • Provide regular updates on developments relevant to refugees, returnees, and durable solutions issues in Syria and regionally with a particular focus on access to services and safe housing.
  • Support regional head of self-reliance and durable solutions in organizing and facilitating in-country workshops with country offices.
  • Provide information and updates to be used by NRC's other Durable Solutions advisors/experts within the region at MENA and country level.
  • Participate in external meetings, durable solutions working groups and forums on self-reliance and durable solutions.
  • Liaison with external stakeholders, including donors, on issues related to self-reliance and durable solutions.
  • Contribute to resource mobilization, donor engagement strategies, and advocate for a common understanding of self-reliance and durable solutions both internally and externally.
  • Act as a resource for country offices on self-reliance and durable solutions. Support in building strong working relationships with country programmes and teams.

Ø Scale and scope of position: The post holder will be responsible to raise relevant requisitions under regional systems when necessary.

  • Minimum 4 years of experience are required.
  • Knowledge and skills in legal aid programmes, housing, land and property and access to documentation issues is desired.
  • Knowledge of the humanitarian context in Syria.
  • Degree in social sciences, political sciences, international relations, law, or otherwise relevant.
  • Experience of using desktop office software including MS Word and Excel.
  • Experience in facilitating technical trainings.
  • Strong research background
  • Fluency in Arabic (oral and written) is desired.
  • Familiarity with Durable Solutions framework and concepts.
  • Experience working in multi-sectoral teams.

Amman Jordan however it can be Hosted on the candidate country of residence provided that it is within MENA region countries of operations where it ca be hosted .

Travel: 50% travel to countries within the Middle East and North Africa region based on need

Till 31 Dec 2024 Fixed-term, renewable based on performance, funds, and need for the position.
