The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development ) is currently accepting expressions of interest for a Project Management Advisor.

This position is short term consultant and for a period of twelve months, based in Amman.

Position Description/Summary:


USAID/WEC will assist Ministry of Agriculture/Agricutlural Extension Department (MoA/AED) to develop a digital extension platform designed to enhance water-efficient and profitable irrigated agriculture.

For this, MoA/AED needs to develop further their platform development management competencies.

Responsibilities:
The Project Management advisor will be seconded to MoA/AED.

The advisor will be mainly responsible for but not limited to:


Develop a comprehensive project plan outlining objectives, deliverables, timelines, and milestones for the digital platform, covering responsibilities of both the contracted company [to develop and validate the modules], and MoA/AED [to feed content and clear modules].

Follow up on implementation of the agreed planning; Oversee that technical and functional requirements are met; Call for attention in case of delays or deviation of the SoW.

Identify and engage stakeholders, including farmers, agricultural and water efficiency experts, IT professionals and regulatory bodies, to test and validate the modules and feed content.

These stakeholders will participate through technical working groups.

Work with the mentioned stakeholders to gather and document detailed requirements for the digital platform, and test and validate the different modules.


Organize with USAID WEC team for specific input on on-farm irrigation management and the respective value chain, to serve as input to the platform's modules.

Assist MoA/AED to manage the project budget and ensure that it remains within budget.
Assist MoA/AED to manage the relationship with the platform development vendor.

Assist MoA/AED to develop and implement a comprehensive testing plan to validate platform functionality and performance; and coordinate user acceptance testing (UAT).

Oversee training programs for users to ensure they can effectively use the platform.
Conduct a post-implementation review [based on user feedback] to assess the platform's effectiveness and identify areas for improvement.

Qualifications:


Master's degree or the equivalent;of 7 years experience in the field of: software or ICT platform development and project management; or Bachelor's degree or the equivalent of 10 years experience in the indicated field.

Additional working experience and/or professional qualifications in the field of water management, agriculture, sustainability and environment, are appreciated.
Proven qualification in project management, or a PMP certified.

Proven track record in managing complex projects that involve digital technology, preferably including agricultural and environmental components; and with farmers as end users.

Strong technical background in the development, implementation, and integration of digital platforms, with experience in managing software development life cycles and understanding of digital agriculture technologies.

Ability to effectively communicate and collaborate with diverse stakeholders, including government officials, agricultural experts, technology providers, and end-users, to ensure project alignment and success.

Experience in managing project budgets and financial oversight, ensuring efficient use of funds and timely delivery of project components within budget constraints.


The total expected level of effort (LOE) for this assignment is 180 days distributed as 15 days monthly in two phases of 6 months per phase.

Commencement of phase 2 will be dependent on predefined progress to be achieved with MoA/AED on platform development.
