Context

In Jordan, IOM works with a broad range of stakeholders and the Jordanian Government to provide assistance, protection and other services to migrants, refugees and vulnerable host communities in need, and advocates for their rights, while supporting the Government of Jordan to improve migration and border management. As part of the regional response to the Syria Crisis, IOM Jordan has been assisting refugees in country through wide ranging interventions, including direct humanitarian assistance, health care, protection and livelihoods assistance for interim/durable solutions.
Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of Programmes, the Project Officer (Cash-Based Interventions (CBI)) will contribute to the design and support the implementation and monitoring of CBI activities for IOM Jordan.
Responsibilities- Support and monitor the timely implementation of CBI activities. Provide timely inputs to reporting in line with the project documentation and donor requirements.
- Support the implementation and operation of cash-based interventions activities for refugees and migrants, including beneficiary selection processes, preparation of cash-related documentation, transfer execution, and monitoring of all cash assistance activities in line with IOM's CBI strategy , guidance and tools.
- Maintain and update the CBI beneficiaries' database and support reporting against project indicator, including inputs to sector working groups as required.
- Provide technical guidance and day-to-day support to CBI implementing staff across multiple projects to facilitate effective delivery of cash-based activities.
- Contribute to the design of future programming by providing technical inputs and analysis aligned with beneficiaries' needs, IOM's strategic objectives, and IOM's CBI strategy, in close coordination with the Head of Programmes and Project Development Officer.
- In close coordination with the Finance and Procurement Units, support procurement and contracting processes related to Financial Platform/Service Providers, in line with IOM's CBI guidance and tools, and contribute to harmonization efforts across operational units, as appropriate.
- Support the development and application of standard operating procedures (SOPs) and risk control measures and adapt available tools to project needs to ensure compliance with IOM's policies and procedures for CBI programming at institutional level.
- Contribute to technical capacity-building activities and CBI trainings for project staff, supporting quality implementation, accountability to affected populations, and outcome-focused programming in line with IOM and donor policies.
- Support Monitoring and Evaluation (M&E) activities related to CBIs, including post-distribution monitoring and learning initiatives, in close coordination with the M&E Officer.
- Participate in relevant Cash Task forces, sector and inter-agency working groups, including Food Security and Basic Needs and Durable Solutions forums, and contribute to coordination efforts as requested.
- Support the integration of cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child Protection and Accountability to Affected Populations across all the IOM CBI activities.
- Perform such other duties as may be assigned.
Education
Master's degree in Economic Development, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Relevant international experience in cash programming in a humanitarian context, preferably across multiple sectors;
Experience supporting the set up or implementation of cash-based interventions in emergency, transition, or recovery settings;
Strong technical skills in the use of Excel and database management;
Demonstrated understanding of the Humanitarian and Development Coordination Architecture and the Cluster Approach;
Experience supporting engagement with stakeholders and partners; and,
Experience contributing to the identification and development of partnerships, including with the private sector.
Skills
- Ability to timely understand the Organization's structure and portfolios;
- Proven computer literacy, in particular knowledge of Excel is a must;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
- Demonstrated flexibility and creativity in planning and problem solving and ability to plan ahead and stress-resilient;
- Demonstrated interpersonal skills and strong communication skills;
- Analytical skills, observation and analysis capacity; and,
- Knowledge of Sphere standards and other training in humanitarian response preferred.
Languages
IOM's official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge Arabic, French, Spanish and of another official UN language (Chinese and Russian) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
