The UK-funded Jordan 'Security Partnership Programme' aims to find innovative, locally owned solutions that can help strengthen Jordan's resilience and response to security threats, thereby reducing threats to the UK. The programme aims to achieve this by supporting Jordanian security institutions' ability to prepare, prevent and respond to security risks and crises linked to radicalisation, regional conflict and climate change; cyber-attacks, FIMI, SOC and IFF threats from malign state and non-state actors; and internal pressures such as civil unrest and an increase in the influx of refugees. The 3T programme is delivered collaboratively with Jordanian security partners and specifically target areas in the intersection between Jordanian security partners' asks and UK shared security objectives, in close coordination with international partners.

ASI is seeking a Target Range Technical Expert to support the evaluation and oversee the implementation for the procurement of an Electronic Target Range (ETR) for a police training centre in Jordan. We are seeking an experienced adviser that can support this process from early January, with an expected completion in March 2026.

Role and Responsibilities

The Target Range Technical Expert responsibilities will include the following:

• Advise applicable standards to guide tendering and project design: UK MOD JSP 403 (Vol 2), NATO STANAG (2985, 2401, AEP-77).

• Review and technically evaluate supplier proposals for shooting-range equipment and electronic target systems, ensuring specifications, materials, and performance claims comply with relevant UK Standards; provide recommendations to support vendor selection.

• Verify that all shooting-range infrastructure, electronic target systems, ballistic materials, and control software comply with relevant US/UK/NATO Standards.

• Review and validate supplier design documents, materials, and engineering drawings to ensure alignment with UK range safety, and other relevant standards.

• Conduct site inspections to confirm that installation of electronic target systems, cabling, ballistic rubber, backstops, firing points, lighting, and safety features meets the contract specifications and UK requirements.

• Confirm proper installation, calibration, and integration of the electronic targetry.

• Oversee functional testing and commissioning of the full system, including target response times, sensor accuracy, durability tests, and system reliability

• Produce a final compliance report confirming that safety, structural, electrical, and ballistic components meet applicable standards

• Review and validate all supplier manuals, maintenance schedules, as-built drawings, and warranty documentation prior to handover.

• Provide technical recommendations to the client on system acceptance, future upgrades, and long-term sustainability of the range.

Role Requirements and Qualifications

• Proven experience (5–10 years) in designing, inspecting, or managing live-fire shooting ranges, and electronic target systems.

• Strong familiarity with applicable international standards and relevant UK MoD firearms training guidance.

• Track record supervising contractors, verifying quality control, reviewing designs/equipment specifications, and ensuring compliance with contractual requirements and safety regulations.

• Proven experience (3-5 years) conducting testing, commissioning, and certification.

• Experience planning or conducting system testing, acceptance procedures, calibration of target/sensor systems, and producing compliance certification reports for clients

• Formal training or demonstrated knowledge in range safety, risk assessments, electrical safety, and environmental controls related to live-fire operations.
