
Independent Evaluation Expert

We are seeking an experienced evaluation consultant to join our team. The ideal candidate will have a strong track record of conducting evaluations in complex humanitarian/development contexts, with a proven ability to work independently and manage multiple tasks under tight deadlines.
">Job DescriptionThe evaluation consultant will be responsible for conducting a comprehensive review of our Country Strategic Plan (CSP) 2023-2027, focusing on the relevance, effectiveness, efficiency, sustainability, and learning dimensions of the plan. This will involve analyzing all relevant CSP documents, including Annual Country Reports, monitoring data, previous evaluation reports, and policy documents. Additionally, the consultant will design and implement a mixed-methods approach, which may include primary data collection through key informant interviews, focus group discussions, and online surveys.
The consultant will also produce an Inception Report, Draft Review Report, and Final Review Report with robust, actionable recommendations. The reports will be shared with the internal reference group, who will validate the findings and provide structured feedback. The consultant will participate in consultative workshops and briefing sessions as required, ensuring timely delivery of all outputs within the defined schedule.
Required Skills and Qualifications- Advanced university degree in a relevant field, such as International Development, Economics, Social Sciences, or Public Policy.
- Minimum of 7 years' experience in conducting evaluations in complex humanitarian/development contexts.
- Demonstrated experience in mixed-methods research, including both qualitative and quantitative analysis.
- Proven track record of working with multi-year strategic plans and understanding of WFP's operational framework.
