NRC is implementing a Shelter programme in Azraq and Za'atari refugee Camps in Jordan.

The project aims at supporting refugees in camps to have improved coping strategies through the provision of adequate housing and support to their ability to meet their basic needs.

The Shelter Coordinator - Engineering will be responsible for planning, implementing, and overseeing the NRC Shelter programme in the camp.

The Shelter Coordinator – Engineering will coordinate actively all activities with relevant stakeholders. Shelter Coordinator will make sure team members operate well and according to NRC procedures and policies. Meeting deadlines and targets and develop with Team leaders and the teams proper planning of activities for his/her team.

Role and responsibilities

Generic responsibilities:
Line management of CC project field staff
Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies

Contribute to CC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of Shelter construction and infrastructure interventions.

Manage and implement delegated portfolio of Core competency projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality.

Provide regular progress reports to PM (AM and CCS if no PM)
Promote and share ideas for improvement and necessary changes in the activities.

Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.

Ensure capacity building of project staff and transfer key skills.
Liaise and collaborate with relevant local authorities and other key stakeholders.

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.


Specific responsibilities:


Responsible for planning, implementation and monitoring of assigned activities (work-plan, procurement plans, and budget to assigned activities)in line with core competency strategy and country office standards.

Identify implementation opportunities for T-Shelters and caravans interventions and support staff implement quality timely programmes
Contribute to creating an enabling environment for the implementation of construction and repairs interventions.
Represent NRC at camp level coordination forms and when delegated by the Project Manager.
Identify implementation challenges and opportunities and propose solutions for any potential bottlenecks in the process.
Supervise the budget lines for above activities and monitor expenditure. Meet on regular basis to review budget versus actual expenditure for all projects and donors funding activities.
Manage staff/engineers' performance using NRC's Performance Management system including staff capacity building.
Provide technical guidance and oversight to the project team on relevant aspects of project activities.

In consultation with the Project Manager, manage daily relationship with stakeholders at the field level and represent NRC in field level meetings/coordination.

Ensuring project progress are documented, integrating sound M&E procedures in all aspects of the shelter project.
Other functions that might be assigned by the line manager.

Scale and scope of position:

Staff:
Direct management of 1 staff, oversight of a team of 3-4 NRC staff and 30+ incentive-based volunteers (IBVs)

Stakeholders:
Beneficiaries, UN agencies, INGOs, national governmental bodies at camp level.

Budgets:
As assigned by Project Manager.

Information:
Project information on Intranet, Agresso.

Legal or compliance:
Project implementation in accordance with NRC and donor regulations.

Project compliance with national laws and NRC internal regulations.

Context/ Specific skills, knowledge and experience:
Bachelor's degree in relevant engineering fields (Civil engineering, Architecture)

Minimum 3 years of experience working in project management in humanitarian/recovery context including team management and capacity building with a focus on shelter programming.

Strong communication skills ensure maintaining good relations and smooth operations with stakeholders.
Detail-oriented and strong analytical skills.
