BACKGROUND      


The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.     

 


OBJECTIVE   


This assignment contributes directly to USAID ERA’s support to the Jordan National Export Strategy (NES) Action Plan. The objective of this assignment is two-fold:

First: To build on the Economic Modernization Vision (EMV) priority sectors and conduct a gap analysis of sectors with high potential to employ and support inclusion of women, youth, and persons with disabilities.

Second: After the priority sectors with inclusion potential are identified, increase the capacity of businesses in these sectors to engage in trade.  

Main tasks of this assignment:


Through a consultative process, identify priority industries/economic sectors within NES that have more potential for employing women, youth, and persons with disabilities.
Hold a brief meeting with the Ministry of Industry, Trade, and Supply (MOITS) and convey the finding of the consultative process on the identified priority sectors that would employ more women, youth and persons with disabilities.
Identify opportunities and exporting gaps for the identified priority sectors and suggest ways to mitigate such gaps. The gap analysis will include legal barriers and other constraints to inclusion and how existing laws and regulations promote or inhibit the inclusion of women, youth, and persons with disabilities:
Strengthen the capacity of selected businesses on available export opportunities by designing training content to be presented to companies. The training should demonstrate an emphasis on promoting inclusion of women, youth and people with disabilities in export.
 



RESPONSIBILITIES    


The assignment consists of the following activities:   

Activity 1: Inception phase, including identification of sectors that have more potential for employing women, youth, and persons with disabilities and consideration of legal barriers. 

Activity 2: Identify opportunities and exporting gaps for the identified priority sectors and suggest ways to mitigate such gaps. The gap analysis will include legal barriers and other constraints to inclusion and how existing laws and regulations promote or inhibit the inclusion of women, youth, and persons with disabilities. 

Activity 3: Increase awareness and knowledge of NES members on priority sectors with the potential to employ more women, youth and persons with disabilities.  

 


KEY PERFORMANCE INDICATORS (KPI) 


The SOW will contribute to meet the following USAID ERA indicators: 


Indicator 10: Number of USG-supported local institutions (public, civil society, private sector) implementing equitable regulations for women and youth: (Target: 6)   


SUB-INTERMEDIATE RESULT (IR) 3.1 – Barriers to Women’s Participation in Economy Reduced


Indicator 12: Number of persons trained with USG assistance to advance outcomes consistent with gender equality, female empowerment, or positive youth development through their roles in public or private sector institutions or organizations. (Target: 12)   


 


LOCATION OF ASSIGNMENT    


This assignment will be conducted in Amman, while trainings may be held across all governorates in Jordan.  

  

  MINIMUM QUALIFICATIONS   


B.A. in Economics, business administration, Gender Studies, Human Rights, Law, Administration, Business, or any related field    
More than 10 years working with sectors for the purpose of trade and export, experience implementing export strategies is a plus
Experience developing training manuals, certified to conduct TOT preferrable  
Demonstrated knowledge of the return on inclusion; environmental, social & governance (ESG), corporate social responsibility (CSR)    
Proven cultural sensitivity to gender norms and beliefs    
Experience analyzing policies from a gender perspective    
Experience with private sector and government entities    
Sound working knowledge of economic reform  
Excellent writing and qualitative research skills; strong communication and negotiation
Flexible team player with the ability to also work independently     
Fluency in written and spoken Arabic and English.     


 

    REPORTING    

This assignment will report directly to the Trade and Export Team Lead with the direct support from the GESI Advisor.
