PROJECT BACKGROUND:

The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.

POSITION DESCRIPTION:

The Construction Engineer will provide assistance to overall engineering technical expertise to the program. He/ She will assist in the review of the design, and construction and /or rehabilitation projects implemented under the Municipal Support Program and be responsible to assist in providing   quality control of projects during different stages, planning, design, and implementation from an engineering perspective. finally, the construction engineer shall have high level of communication and reporting to the Construction Activities Coordinator on all projects implemented under this program.

KEY DUTIES AND RESPONSIBILITIES:

The Construction Engineer responsibilities will include, but are not limited to:


Provide technical assessments for any construction and /or rehabilitation projects during the planning phase.
Review and provide written feedback on the developed design in all phases and cost estimates for construction and rehabilitation activities under the program. Assist in evaluating designs, drawings, specifications, Bill of Quantities, schedules, health and safety plans, quality control and assurance plans, surveys, and lists of equipment requirements and provide written feedback and recommendations for improvement. and ensure these requirements are reflected in the drawings and contractual documents for construction.


 


Conduct site visits to monitor the quality, safety, progress and environmental compliance of construction and rehabilitation activities as well as climate risk mitigation measures, maintain and update the project schedule for each construction site, and provide advice on alternate approaches to creatively resolve engineering problems.
Reporting on the progress of projects and assist in eliminating obstacles or delays if any.
Communication and coordination with all stakeholders on all construction projects matters as agreed with the Construction activities coordinator.
Other assignments as requested by the supervisor and/or COP.


QUALIFICATIONS:


At least a bachelor’s degree in “Electrical Engineering” or related engineering fields from an accredited university and a valid membership in the Jordanian Engineers Association or has the ability to obtain membership within three months of date of hire.
A minimum of five years of progressively responsible and professional experience in engineering designs and construction sites works.
Good knowledge of the Jordanian codes, regulations engineering common practice in construction field.
Good knowledge of the Jordanian governmental sector, in relation to construction including issues and challenges within municipal sector and on ways to improve them to respond to these issues.
Strong technical, analytical, quantitative, and conceptual skills to analyze issues and recommend and present solutions and/or options.
Fluent in both written and spoken English and in Arabic are required. Demonstrated ability to prepare required reports in proper format and language.
